Looking for an artist, a title, an album, something!

My belly dance instructor was given this song on a ripped CD a while back (she can't remember when) with songs downloaded from some internet site that the man who recorded it for her cannot remember.

She only has part of the song, but likes it enough that she'd like to find it.

There is some question whether it's a male or female singer. She thinks it may be female, my family thinks it's male.
