Doesn't it make sense to teach about the other parts of the body. Seeing as they compliment the whole movement? Why focus less on them, even though the hips are a focal point.

Exactly. When you dance you have to use your whole body and know how to use your limbs to compliment and highlight the movements and frame the body. However, because the movement vocabulary is so alien to most people and requires the mastering of musclues, propper posture etc, people tend to focus too heavily on those aspects to the detriment of the supporting elements.
