Is that lingerie? What's with the cape? I actually might like it if it had a full skirt...or is that a full skirt? My brain is confused.

I don't think it is..... After all it is Neon wearing the outfit...

Well, I like the bra anyway (I like all the loops on it) and the skirt would be really cool if it was all black velvet and heavy (a full skirt). I was wondering if the skirt was just pushed to the side. Hm...perhaps admitting I like the look of something on the UBDC thread indicates I am losing my mind?

Brea, The skirt looks velvet to me. It also looks like she tucked the side of the skirt to "show the leg"

What is that photo saying? what is it trying to convey?

Nah. I love seeing costumes that are tackier than anything I could invent myself. It is an art unto itself.
