It's the reputation system here, and you can add to members' individual reputation based on posts you particularly felt were valuable, or not.
And no, you cna't blackball, for the reason I stated already. You have to spread around the reputation across many members. You can't keep upping or downing the same person repeatedly without participating in the overall system.
