I am not really sure what "fat shoulders" would look like, and I do agree with the previous posts - if you work on your dancing, no-one will make a notice of your shoulders in particular. But, if you do feel uncomfortable by the way you think your shoulders look, it may get in the way of your dancing one day. Work with your arms - snake arms, yoga stretches - it will all tone up your upper body and make it more elegant. Play with costumes and see what kind of different styles have a different visual effect.
